What’s free
Not every message is billed. As of 1 October 2026:
- Your first 1,000 service messages each month are free on every business phone number: free-form replies inside a customer-opened 24-hour window. From the 1,001st, they bill at that market’s utility rate; the allowance resets monthly and does not roll over.
- Incoming messages from users are always free, and authentication has volume discounts in many markets.
- Utility templates are no longer free inside the service window: since 1 October 2026 they bill like any other utility message.
- Marketing messages are always billed, with no volume discount: they are the line to watch.
Per-message rate card
Meta’s published per-message rates, by market and category, taken from its own rate card in the currency you pick. Service messages bill at the same rate as utility (with the first 1,000 per phone number free each month), so they are not listed separately.

Meta prices 39 markets individually, groups the rest into seven regions plus an “Other” fallback, and may revise rates only at the start of a calendar quarter. Always confirm against Meta’s official rate card before budgeting. Every change to these figures since 2019 is recorded, dated and sourced in the pricing history.
Reusing this table: the rate card as compiled here is published under CC BY 4.0. Quote or republish it anywhere, as long as you credit WhaTools and link back to this page. The prices are Meta’s; what is licensed here is our compilation and the dates it was verified.
Reuse this table
Pick the rows you need, then take them as an embed, an image or raw data. Every format carries the credit line the licence asks for. That is the only condition.
Paste this into any page or CMS. Self-contained HTML with inline styles, no script and no iframe, so it works behind a strict content-security policy and search engines can read it.
How WhatsApp API pricing works now
The big change: on 1 July 2025 Meta switched from charging per 24-hour conversation to charging per template message. Each message you send is billed on its own, at a rate set by the recipient’s country and the template’s category.
There are four categories. Marketing (promotions) is always charged. Utility (transactional updates) is charged, and since 1 October 2026 that includes utility templates sent inside an open service window, which used to be free. Authentication (one-time codes) is charged at the lowest rates. Service (free-form replies inside a customer-opened window) has also been charged since 1 October 2026, at the utility rate, though every phone number gets the first 1,000 a month free.
Because rates vary enormously by country (a marketing message costs $0.0118 in India and $0.1365 in Germany), the country you message matters as much as how much you send.
This is only Meta’s fee
The numbers here are what Meta charges. Almost everyone reaches the API through a Business Solution Provider (BSP) or a no-code platform, which adds its own fee: sometimes a flat monthly plan, sometimes a markup per message. Compare those platforms before you commit.
Popular providers
- TwilioPay-as-you-go Cloud API access with a developer-first API and per-message pricing.
- 360dialogOfficial WhatsApp partner that resells the API at Meta’s rates with a flat monthly fee.
- WatiNo-code shared inbox, broadcasts and chatbots on top of the official API.

Compare WhatsApp platformsBefore you pay for the API
The official API isn’t the only way to reach people on WhatsApp, and some organizations aren’t eligible for it. See the free, no-API options first, and check your numbers.
