WhatsApp has changed how it bills four times since 2019, and it revises its rates every quarter. This is the record: what changed, the day it took effect, the figures before and after, and where each claim comes from.

The four pricing models

What WhatsApp charges for has changed more than what it charges. Each era below billed a different unit, so figures are only comparable within one of them.

  1. Per message

    Billed unit: Delivered template message

    Meta charges per delivered template message rather than per conversation. Utility templates sent inside an open customer service window are free, non-template messages are free, and utility and authentication earn volume discounts. Marketing is always billed and has no tiers.

  2. Conversation-based, four categories

    June 1, 2023 July 1, 2025

    Billed unit: 24-hour conversation

    Conversations were re-cut into marketing, utility, authentication and service, each priced separately and all four billed. Service conversations became free in November 2024, and authentication-international rates arrived in June 2024.

  3. Conversation-based, two categories

    February 1, 2022 June 1, 2023

    Billed unit: 24-hour conversation

    Billing moved from notifications to 24-hour conversations, split only into user-initiated and business-initiated. Each WhatsApp Business Account got 1,000 free conversations a month, and conversations opened from a Click-to-WhatsApp ad or a Page call-to-action button were free.

  4. Per templated message, volume-tiered

    Billed unit: Delivered template message

    Meta charged for each delivered templated message, priced by the recipient’s country and by how many messages were delivered to that country in the calendar month: bands running from the first 250,000 to over 25 million. Replies inside a 24-hour “Customer Care Window” opened by the user were free.

When prices can change

Meta publishes a pricing calendar, which is unusually helpful: rates may change only on the first day of a calendar quarter (1 January, 1 April, 1 July or 1 October) and never in between.

It also commits to notice: at least one month before a rate-card change, three months before adding to the pricing model, and six months before changing the model itself. The move to per-message billing in July 2025 was announced roughly nine months ahead.

So a quarter that has passed without an announcement is a quarter with no rate change, and the figures on our rate card hold until the next quarter boundary.

    Nine more markets move out of their regional groups onto standalone rates: Bangladesh, Iraq, Nepal and Sri Lanka get lower utility and authentication rates, while Kazakhstan, Kuwait, Morocco, Oman and Ukraine get higher ones.   2. Pricing modelMetaUpcoming#

    Service messages become chargeable, at each market’s utility and authentication rate, ending the unlimited free service conversations introduced in November 2024. Every business phone number keeps a free monthly tier of 1,000 service messages: only the 1,001st onward is billed, and the allowance does not roll over.

    Confirmed on Meta’s own pricing page under the rate-card updates effective 1 October 2026 (announced 27 May 2026, with four months’ notice). A service message is a free-form, non-template reply and can still only be sent inside an open 24-hour customer service window; what changes is that sending one now costs the market’s utility rate once a phone number is past its 1,000 free service messages for the month. The free tier resets monthly and is counted per business phone number.

  3. Pricing modelMetaUpcoming#

    Utility templates sent in reply to a user inside the open 24-hour customer service window become chargeable, having been free since 1 July 2025. They now bill at the market’s utility rate like any other utility message.

    Part of the same 1 October 2026 rate-card update (announced 27 May 2026). Until 30 September 2026 a utility template delivered inside an open service window was free; from 1 October the window no longer waives its cost.

    This is why a rate table built before mid-2025 shows different utility and authentication figures. The convergence was not a single event: authentication rates in at least the nine authentication-international markets had already come down by 1 February 2025, so a table showing the two still far apart is older than that.

Rate figures start in April 2025. Before that we have the model changes and their dates but not complete rate cards: specifically nothing between February 2022 and May 2023, and no card for the four quarterly updates during 2024. Those entries are recorded without figures rather than filled in with estimates. If you hold an archived Meta rate card from that period, get in touch.

Questions about WhatsApp pricing changes

How often does WhatsApp change its API prices?
Up to four times a year. Meta’s published pricing calendar allows rate changes only on 1 January, 1 April, 1 July and 1 October, with at least one month’s notice. In practice each quarter moves a handful of markets rather than the whole card: the 1 July 2026 update changed nine.
When did WhatsApp switch from per-conversation to per-message pricing?
1 July 2025. Before that, Meta billed a 24-hour conversation covering every message inside it; since then each delivered template message is billed individually. Utility templates sent inside an open customer service window became free at the same time, and volume tiers were introduced for utility and authentication.
Are free entry point conversations still free?
Yes, though they are now called free entry point windows. If someone messages you from a Click-to-WhatsApp ad or a Page call-to-action button and you reply within 24 hours, a 72-hour window opens in which any message you send is free. What went away was the conversation as a billing unit, not the free entry point itself.
What happened to the 1,000 free conversations a month?
It was superseded on 1 November 2024, when service conversations became free and unlimited for every business. The free tier existed to let a business start without paying; unlimited free service messaging covers that more generously, so the allowance was retired along with conversation-based billing.
Why do some entries show no prices?
Because we could not source them. An entry records what we can date and cite; where we hold rate cards from the quarters either side of a change, it also shows the old and new figures. For changes before July 2025 we generally have the announcement but not the card, and inventing a plausible number would make the whole table untrustworthy.

Yes, changes.xml. One item per dated change, each linking straight to its entry here, so a rate change reaches you without your having to remember to check. It is separate from the blog feed on purpose: the two audiences want different things.

Why do utility and authentication messages cost the same?
They have since 1 July 2025, when authentication list rates dropped to match utility in every market: in Brazil that was a 78% cut, in Egypt 92%. Before that date they were priced separately, which is why an older rate table shows two different numbers.
What is an authentication-international rate?
A separate, higher price for authentication messages sent to users in certain markets, introduced in June 2024 and now applying in nine. The gap can be large: India charges 0.0304 against 0.0014 for standard authentication: more than twenty times. If you send one-time passcodes across borders, this is the line to check.
